New Law Allows More Time for Homeowners to Pay Sewer Assessments

State Representative Brian Mannal's bill allowing Barnstable homeowners to pay off sewer repair assessments in 30 years instead of 20 has been signed into law.

A new law signed by Governor Deval Patrick on Tuesday, September 3, will give Barnstable homeowners up to an additional 10 years to pay off assessments for sewer repairs in town.

H.3372, An Act Relative to Betterments and Assessments for Sewer Projects in the Town of Barnstable, was filed by State Representative Brian Mannal (D-Barnstable).

“Barnstable is facing an enormous water quality problem. The solutions to that problem are not cheap, and will be borne by property owners,” said Rep. Mannal, via a press release. “By extending the period of time that a property owner can pay off an assessment from twenty years to thirty years, the monthly payments associated with these solutions will be reduced. That is good news for property owners who live on fixed incomes.”

Mannal has filed nearly 30 bills this year, and H.3372 is the first to be signed into law.

"I’m thrilled that my first bill to become a law is one that both helps the environment and helps property owners keep more money in their checkbooks," Rep. Mannal said.
