Massachusetts #1 Corruption State

Massachusetts ranked seventh in the nation in 2010 with 27 federal public corruption convictions . But over the 24-year period from 1976 to 2010, Massachusetts came in with a total of 562 convictions. An average of 23 per year.  

Massachusetts has deep flaws in laws constructed to keep government honest. Massachusetts continues to incur criminal and misconduct charges.   This is how I have ranked Massachusetts the report gives the state a D -
